You use surely to emphasize that you think something should be true, and you would be surprised if it was not true.

If something will surely happen or is surely the case, it will definitely happen or is definitely the case.

3. 缓慢但确定地;稳扎稳打地
If you say that something is happening slowly but surely, you mean that it is happening gradually but it is definitely happening.

American speakers use both surely and certainly to agree with requests and statements. 'It is still a difficult world for women.'—'Oh, certainly.' Surely, yes, I agree entirely with that. Note that British speakers only use certainly in this way.
