Initially, the government paid contractors per person embarked, leading to massive overcrowding and high mortality rates due to greed. After switching to payment per person disembarked, mortality dropped to 1%. As Hayek said, bad institutions make good people do evil, while good institutions can turn bad people good.
3. Managers should never complain about low employee execution, as it often stems from management. It could be wrong hiring, insufficient training, improper performance metrics, unclear goals, micromanagement, or doing everything themselves. If not these, then what?
